Owen County Project

Our client, Owen County, sought to implement an open-access network to improve internet access and connectivity for residents and businesses in their community. They approached us to guide the best approach for their network structure and strategy.

​The project focused on analyzing the differences between middle-mile and last-mile open access networks and evaluating successful examples of each to determine the best fit for Owen County. An evaluation of available open-access network models and their essential elements for model choice was also conducted.​

​

We determined that last-mile networks are smaller, easier to scale, and connect offices and residents, making them a better fit for the size and needs of Owen County.​

​

Our analysis of available open-access network models identified the two-layer and three-layer models as the most common. We determined the crucial elements for model choice including ownership, administration, maintenance, and retail service provider involvement. By focusing on a last-mile network Owen County can expect to see benefits such as improved internet access and connectivity for residents and businesses.​

Some challenges HCN outlined and addressed for Owen County include service provider buy-in and reputation, the threat of consolidation, and industry friction towards change.

Our open access network strategy and structure consulting project provided Owen County with a clear roadmap for implementation, ensuring that their network will meet the needs of their community and provide opportunities for growth and success.
